First and foremost the moon druid is the path for the druid who wants to focus on being a shapeshifter. Circle of the moon allows the druid to use wild shape as a combat form. I think they are especially at early levels.
They haunt the deepest parts of the wilderness where they might go for weeks on end before crossing paths with another humanoid creature let alone another druid. The hp of the beast acts as temporary hp and some of the options are ridiculously op.
